This paragraph says:(1) Commercially produced, packaged goods labelled by weight or volume of the same nom-inal filling quantity must be produced in such as way that the filling quantity at the point ofproduction1. on average does not drop below the nominal filling quantity and2. does not exceed the values for negative deviation from the nominal filling quantity stipu-lated in section 3.(2) Packaged goods labelled by weight or volume of the same nominal weight must bebrought into the territory covered by this regulation only if the filling quantity at the point ofproduction1. on average does not drop below the nominal filling quantity and2. does not exceed the values for negative deviation from the nominal filling quantity stipu-lated in section 3.(3) The allowable minus deviations are as follows:Nominal filling quan-tity Q Nin g or mlAdmissible minus deviationin % of Q N in g or ml5 to 50 9 -50 to 100 - 4.5100 to 200 4.5 -200 to 300 - 9300 to 500 3 -500 to 1,000 - 151,000 to 10,000 1.5 -When applying this table, any values for admissible minus deviations calculated in weight orvolume units that are stated in percent should always be rounded up to 0.1 gram or 0.1 milli-litre. Minus deviations should not exceed 2 per cent of the packaged goods.(4) Packaged goods labelled by weight or volume of the same nominal filling quantity mayonly be launched commercially if the minus deviation from the nominal filling quantity doesnot exceed double the amount of the values stipulated on the table under section 3.These rules give the manufacturers of packaged goods a clear standard for production con-trol in manufacture and the consumer confidence that such products actually contain thefilling quantity labelled on the package by the manufacturer.
