Nokia 2651 User Guide 43 Copyright © 2005 NokiaReference informationCERTIFICATION INFORMATION (SAR)THIS MODEL PHONE MEETS THE GOVERNMENT'S REQUIREMENTS FOREXPOSURE TO RADIO WAVES.Your mobile device is a radio transmitter and receiver. It is designed andmanufactured not to exceed the limits for exposure to radio frequency (RF)energy adopted by the governments of the USA through the FederalCommunications Commission (FCC) and Canada through Industry Canada (IC).These limits establish permitted levels of RF energy for the general population. The guidelines are based on standards that were developed by independentscientific organizations through periodic and thorough evaluation of scientificstudies. The standards include a substantial safety margin designed to assurethe safety of all persons, regardless of age and health. The exposure guidelines for mobile devices employ a unit of measurementknown as the Specific Absorption Rate or SAR. The SAR limit adopted by theUSA and Canada is 1.6 watts/kilogram (W/kg) averaged over one gram of tissue. The limit incorporates a substantial margin of safety to give additionalprotection for the public and to account for any variations in measurements.Tests for SAR are conducted using standard operating positions with the devicetransmitting at its highest certified power level in all tested frequency bands. The actual SAR level of an operating device can be well below the maximumvalue because the device is designed to use only the power required to reachthe network. That amount changes depending on a number of factors such ashow close you are to a network base station. The highest SAR value reported to the FCC and IC for this device type whentested for use at the ear is 0.87 W/kg, and when properly worn on the body is0.87 W/kg. SAR information on file with the FCC can be found under the DisplayGrant section of http://www.fcc.gov/oet/fccid after searching on FCC IDQTKRH-54. SAR values reported in other countries may vary depending ondifferences in reporting and testing requirements and the network band.Additional SAR information may be provided under product information atwww.nokia.com.
