Theseinternational guidelines were set out by the InternationalCommission on Non-Ionizing Radiation Protection (ICNIRP),which is in collaboration with the World Health Organization(WHO), and the permissible limits include a substantialsafety margin designed to assure the safety of all persons, regardless of age and health condition. The Japanese technical regulations and internationalguidelines define the limits using a unit of measurementknown as the Specific Absorption Rate (SAR), whichrepresents the average amount of radio frequency energyabsorbed by the human head. The SAR limit for mobilephones is 2.0 W/kg. The highest SAR value for this modelhandset when tested for use at the ear is 0.788 W/kg(*2)and when worn on the body is 0.970 W/kg(*2). There may beslight differences in SAR levels among individual products, but they all satisfy the limit. The actual SAR of this mobile phone while talking on thephone can be well below that indicated above. This is dueto automatic changes in the power level of the mobilephone to ensure it only outputs the minimum power requiredto communicate with a base station.
