Appendix84Careless, distracted individuals and people drivingirresponsibly represent a hazard to everyone onthe road. Since 1984, the CellularTelecommunications Industry Association and thewireless industry have conducted educationaloutreach to inform wireless phone users of theirresponsibilities as safe drivers and good citizens. As we approach a new century, more and more ofus will take advantage of the benefits of wirelesstelephones. And, as we take to the roads, we all have aresponsibility to drive safely.“The wireless industry reminds you to use yourphone safely when driving.”Cellular Telecommunications & InternetAssociation. What kinds of phones are the subject of thisupdate? The term wireless phone refers here to hand-heldwireless phones with built-in antennas, oftencalled cell, mobile, or PCS phones. These types ofwireless phones can expose the user tomeasurable radio frequency energy (RF) becauseof the short distance between the phone and theuser s head. These RF exposures are limited byFederal Communications Commission safetyguidelines that were developed with the advice ofFDA and other federal health and safety agencies. When the phone is located at greater distancesfrom the user, the exposure to RF is drasticallylower because a person’s RF exposure decreasesrapidly with increasing distance from the source. The so-called “cordless phones,” which have abase unit connected to the telephone wiring in ahouse, typically operate at far lower power levels, and thus produce RF exposures well within theFCC’s compliance limits.2. Do wireless phones pose a health hazard? The available scientific evidence does not showthat any health problems are associated withusing wireless phones. There is no proof, however, that wireless phones are absolutely safe. Wirelessphones emit low levels of radio frequency energy(RF) in the microwave range while being used. They also emit very low levels of RF when in thestand-by mode. Whereas high levels of RF canproduce health effects (by heating tissue),exposure to low level RF that does not produceheating effects causes no known adverse health
