At least one instance of the byBestEffort assignment policy is always in effect at thelowest priority level. Under the byBestEffort policy, client assignment is based on (in this order): ELAN name in theconfiguration request (if any), client IP address, client MAC address (or for a token ring client, route descriptor), clientATM address. LECSELANLEC also associates a TLV parameter set with the specified LANE client.
