24Instruction Booklet IB32267ARCEffective December 2010VacClad-W 38 kV arc-resistantswitchgear indoor housingseaton Corporation www.eaton.com38 kV Manual Ground and Test DeviceThe manual ground and test device consists of a drawout elementthat can be inserted into a circuit breaker compartment in the samemanner as the drawout vacuum circuit breaker element The deviceincludes six terminals and ground bus connections Each terminalis isolated from each other and bus connections by insulating barriersThe upper and lower terminals are accessible by removing therespective front panel The ground connection is located in the leftlower front section of the device The grounding of either upper orlower terminals is accomplished by manually installing groundinglinks (provided with the device) from either the upper or the lowerterminals to the device ground connection, prior to insertion of thedevice into the breaker compartment The device is then inserted inthe selected compartment in place of the circuit breaker The devicecan be inserted with the compartment door open or closed As thedevice is levered-in, ground connections on the ground and testdevices are connected to switchgear ground bus via spring-loadedgrounding shoe located in the left lower front section of the deviceThe grounding of selected circuit (upper or lower terminals in thecompartment in which the device is inserted) is thus accomplishedvia the device when as the device is levered into the fully connectedposition It should be noted that it is necessary to open the breakercompartment door and physically remove the breaker in order toinsert ground and test device in a selected breaker compartmentOpening of the compartment door negates the arc-resistant featureof the equipment The arc-resistant protection is effective only whenthe compartment door is properly closed and latchedThe manual ground and test device can also be used for dielectrictesting of cables or main bus within the switchgear, or “phasingout” tests by connecting suitable test equipment to upper/lowerterminals of the device as appropriate These tests require accessto HV terminals on the ground and test device, which can only beaccomplished by removing upper/lower removable panels of thedevice and with the switchgear compartment door opened,and therefore, arc protection is not afforded while conductingthose testsBecause the grounding and test device has no making or interrupt-ing ability, the circuits must be de-energized before the ground isconnected or removedRefer to I L 3A74795H01 for complete instructions for this deviceRead them fully before using the deviceManual Ground and Test DeviceShown with Upper TerminalsGroundedManual Ground and Test DeviceManual Ground and TestDevice Shown with UpperTerminals Grounded
