Removal from serviceRefer to the appropriate regulator manual as indicated onthe regulator nameplate for further information.Determining neutral positionDANGERExplosion Hazard During bypass switching, theregulator must be in the neutral position Prior tobypass switching: 1) The regulator must be placed inthe neutral position; 2) Tap-changer operation must bedisabled during the bypass switching If the regulatoris in any other position, part of the series winding willbe shorted when the bypass switch is closed, resultingin high circulating current Failure to comply will resultin death or severe personal injury and equipmentdamage VR-T205 0WARNINGExplosion Hazard Bypass a regulator with the lineenergized only if the position indicator, the neutrallight, and the control tap position indicate neutral andthe voltage measured between the source and loadbushings using an approved voltmeter is zero If bothneutral indicators do not indicate neutral or there is avoltage between the source and load bushings, the lineshould be de-energized to avoid shorting part of theseries winding and resultant high circulating currentFailure to comply can result in death or personal injuryand equipment damage VR-T206 0Return the regulator to neutral. Only a regulator in theneutral position can be safely removed from service withoutinterrupting load continuity. It is recommended to use four(4) methods to determine the neutral condition.WARNINGExplosion Hazard Always use the CONTROL FUNCTIONswitch (labeled AUTO/REMOTE, OFF, LOCAL MANUAL,and RAISE and LOWER) to operate the regulator, notthe power switch Failure to comply can result in thetap-changer stepping off of neutral immediately uponbeing energized, causing personal injury and equipmentdamage VR-T207 0WARNINGExplosion Hazard To stop the regulator on the neutralposition, the CONTROL FUNCTION switch should bereturned to Off during the switching operation frompositions 1R or 1L to position neutral Switching toOff prior to reaching the neutral position preventsovershoot Failure to comply can result in death orsevere personal injury and equipment damage VR-T208 0Return the regulator to neutral1. Use the Raise/Lower switch to bring the regulator tothe neutral position.2. When in neutral, the Neutral light will be continuouslyand brightly lit on the control front panel and theposition indicator will point to zero.3. Verify the neutral position of the regulator using fourmethods.a. Verify that the neutral indicator light on the control isindicating the neutral position. Neutral is indicated onlywhen the light is continuously and brightly illuminated.b. Verify the tap position on the control indicates neutralby using the Metering-PLUS key or FC 12. When inneutral, the display will show "0" (zero).c. Verify that the position indicator on the regulator is inthe neutral position. The indicator should point straightup to either zero or N for Neutral.d. Using an approved voltmeter, verify that there isno voltage difference between the source and loadbushings.WARNINGExplosion Hazard After placing the regulator in theneutral position for bypass switching, always disablethe motor to prevent a tap change during bypassingwhich can result in the tap-changer stepping off ofneutral Failure to comply can cause death or severepersonal injury and equipment damage VR-T209 04. When the regulator has been placed in the neutralposition, but prior to bypassing, additional safetyactions must be taken to disable the tap-changermotor and ensure that the tap-changer will notinadvertently switch to an off-neutral position. This canbe accomplished by doing the following:a. Place the CONTROL FUNCTION switch in the OFFposition.b. Remove the motor fuse.c. Place the control POWER switch in the OFF position.d. Open V1, knife switch (and V6 if present) located onthe control back panel.17INSTALLATION, OPERATION, AND MAINTENANCE INSTRUCTIONS MN225003EN April 2018CL-7 Voltage Regulator Control
