Section 1: Control front panelLower panel (grey)The lower (lineman's) section of the front panel containscomponents and features used to operate the voltageregulator. This section is similar to that of other controls inEaton's Cooper Power series CL line. Refer to Figure 2.Power switchIn the External position, the control and tap-changer motorare powered from an external source connected to theexternal source terminals (120 Vac standard, 240 Vac asindicated by decal). In the Internal position, the control andmotor are powered from the regulator. In the Off position,no power is delivered to either the control or the motor.Control function switchIn the AUTO/REMOTE position, the tap-changer motor canbe controlled by either the front panel (auto) or remotelyby SCADA. In the OFF position, manual and automaticoperation and remote motor control are inhibited. In theLOCAL MANUAL position, automatic operation and remotemotor control are inhibited and the tap-changer may beraised or lowered locally by momentarily toggling the RAISE/LOWER switch.Manual raise/lower switchThis switch allows the operator to manually raise or lowerthe tap-changer motor when the control switch is set toLOCAL MANUAL.Supervisory off switchThis is a momentary switch used only to inhibit digitalcommunications. When the LED in the top left corner of theswitch is not illuminated, SCADA has full capabilities. Whenthe LED is illuminated, SCADA may only read the controldatabase.Drag-hand reset switchThis is a momentary switch that operates a solenoid in thePosition Indicator to move the drag hands to the present tapposition.Neutral lightThis is an indication that the tap-changer is in the neutralposition. See Section 2: Control Installation: Determiningneutral position for more detailed guidance on determiningwhen the regulator is in the neutral position.WARNINGExplosion Hazard Bypass a regulator with the lineenergized only if the position indicator, the neutrallight, and the control tap position indicate neutral andthe voltage measured between the source and loadbushings using an approved voltmeter is zero If bothneutral indicators do not indicate neutral or there is avoltage between the source and load bushings, the lineshould be de-energized to avoid shorting part of theseries winding and resultant high circulating currentFailure to comply can result in death or personal injuryand equipment damage VR-T206Voltmeter TerminalsThese terminals allow the connection of a voltmeter tomeasure the potential sensed by the control between theload (L) bushing and the source load (SL) bushing of theregulator. There are two terminals: a red positive and agreen ground. The voltmeter terminals are equipped withprotection to prevent back-feeding of the regulator throughthe control winding.FuseThe motor fuse is a 125 V, 6 A, fast-blow fuse.External source terminalsNOTICEEquipment damage Be mindful of polarity when usingan external source Polarity reversal will result in controldamage VR-T201 0Providing 120 Vac to these terminals powers the control andtap-changer motor. Controls wired for an external source of220–240 Vac have a decal specifying “240” at the terminals.Caution should be taken when connecting external voltageto the terminals. The voltage should be checked to insurethe polarity is correct. The black terminal is the hot terminal, the white is the neutral terminal, and the green, which isdirectly connected to the chassis, is the external supplyground.Consult Section 1: Control Front Panel: Connectingpower to external source terminals before applyingexternal power to the control.NOTICEEquipment damage Only a true AC power supply isto be used to energize the control externally Do notuse a DC-to-AC voltage inverter Failure to comply cancause excessive harmonics to be generated and result indamage to the control VR-T2043INSTALLATION, OPERATION, AND MAINTENANCE INSTRUCTIONS MN225003EN April 2018CL-7 Voltage Regulator Control
