38Detailed OperationADS-B TrafficTIS-B Limitations1. TIS-B is NOT intended to be used as acollision avoidance system and does notrelieve the pilot’s responsibility to “seeand avoid” other aircraft. TIS-B shall notbe used for avoidance maneuvers duringtimes when there is no visual contactwith the aircraft. TIS-B is intended onlyto assist in the visual acquisition of otheraircraft. No avoidance maneuvers areprovided for, nor authorized, as a directresult of a TIS-B target being displayedin the cockpit.2. While TIS-B is a useful aid to visual traffic avoid-ance, its inherent system limitations must beunderstood to ensure proper use.(a) A pilot may receive an intermittent TIS-Btarget of their own aircraft, typically whenmaneuvering (e.g., climbing turn) due to theradar not tracking the aircraft as quickly asADS-B.(b) The ADS-B-to-radar association processwithin the ground system may at times havedifficulty correlating an ADS-B report withcorresponding radar returns from the sameaircraft. When this happens the pilot will seeduplicate traffic symbols (i.e., “TIS-B shad-ows”) on the cockpit display.(c) Updates of TIS-B traffic reports will occurless often than ADS-B traffic updates. (TIS-Bposition updates will occur approximately onceevery 3-13 seconds depending on the radarcoverage. In comparison, the update rate forADS-B is nominally once per second).(d) The TIS-B system only detects anduplinks data pertaining to transponderequipped aircraft. Aircraft without atransponder will not be displayed as aTIS-B target. Always assume that thereare more aircraft in the vicinity of youraircraft.(e) There is no indication provided when anyaircraft is operating inside (or outside) theTIS-B Service Volume, therefore it is difficult toknow if one is receiving uplinked TIS-B trafficinformation. Assume that not all aircraft aredisplayed as TIS-B targets.3. Pilots and operators are reminded thatthe airborne equipment that displaysTIS-B targets is for pilot situationalawareness only and is not approved asa collision avoidance tool. Unless thereis an immediate emergency requiringimmediate action, any deviation froman air traffic control clearance basedon TIS-B displayed cockpit informationmust be approved by the controlling ATCfacility prior to commencing the maneu-ver. Uncoordinated deviations may placean aircraft in close proximity to otheraircraft under ATC control not seen onthe airborne equipment, and may resultin a pilot deviation.
