3-18 UR FAMILY – COMMUNICATIONS GUIDECONFIGURING THE UR USING SCL CHAPTER 3: IEC 61850 COMMUNICATION3Deadbands for complex measured valuesA complex value, such as cVal, is a deadbanded value that contains magnitude and angle, with a specific timestamp.Although individual deadband data attributes for Magnitude (db) and Angle (dbAng) are instantiated, the cVal (mag & ang)need to be captured and frozen simultaneously with a corresponding timestamp (can be triggered by either mag or ang).This means that either a magnitude or an angle data attribute included in a GOOSE message or a report triggers a GOOSEmessage or report send."db" and "dbAng" CF parameters are configurable via SCL (CID) file and MMS clients can write the value.Deadband parameters of measured values related to the signal sources are configurable under Settings > Product Setup> Communications > IEC 61850 > System Setup > Signal Sources.Deadband parameters of measured values related to the Demand metering are configurable under Settings > ProductSetup > Communications > IEC 61850 > Product Setup > Demand.Deadband parameters of measured values related to the Energy metering are configurable under Settings > ProductSetup > Communications > IEC 61850 > Product Setup > Energy.3.2 Configuring the UR using SCLThis section discusses use of an IEC 61850 Substation Configuration Tool (SCT) to configure a UR 7.30 or later device in asubstation protection and control system consisting of many IEDs interconnected via an Ethernet local area network.SCTs are available from a number of vendors. At present, GE does not market an SCT. In selecting an SCT, bear in mind thatthe SCT needs to understand how to use the particular SCL features used by each of the IEDs in the system; do not assumethat any SCT claiming IEC 61850 can interoperate with any IED claiming 61850. A formal definition of SCL features used byUR 7.3 or later devices is contained near the end of this chapter (G2 implementation model for GOOSE configuration viaSCL section on page 3-232). In addition, UR 7.3 and later devices implement an extension defined near the end of thischapter (E3-2.0 implementation model for GOOSE configuration via SCL section on page 3-249). These two sections areintended for SCT developers; an understanding of them is not required to follow this discussion.IEC 61850 configuration consists of the exchange of SCL files, as illustrated in the figure.
